Uczył się w Lorain High School, gdzie był członkiem National Honors Society,przedstawiciel studentów w senacie, pracownik szkolnej gazetki (Hi-Y) i chóru.
Podczas II wojny światowej służył w Marynarce Handlowej od października 1942 do 1946 roku. W 1949 roku założył orkiestrę której przypisuje się popularyzowanie brzmienia orkiestry Glenna Millera , która wydała wiele płyt, wśród nich "Rag Mop" i "Hot Toddy".Menadżerem orkiestry Ralpha Flanagana był Herb Hendler ,dyrektor artystyczny RCA , który podpisał kontrakt z orkiestrą Glenna Millera przed śmiertelnym wypadkiem samolotu Millera w kanale La Manche w czasie II wojny światowej . To Hendler zachęcał Flanagana do przyjęcia brzmienia Millera, które doprowadził go do sukcesu. Hendler był również współautorem "Hot Bar Toddy", który został nagrany przez wielu artystów, m.in. Cheta Atkinsa, Rosemary Clooney , Reda Foley'a i Julie London .
Sztandarowymi utworami orkiestry Flanagana były "Giannina Mia" i "Winds Singing", tytuł odnoszący się do towarzyszącej orkiestrze grupy wokalnej.
Flanagan wstąpił do Amerykańskiego Stowarzyszenia Kompozytorów, Autorów i Wydawców w 1950 roku, a jego popularnych kompozycje to, m.in. "Hot toddy" i "Flanagan's Boogie". W szczytowym okresie swojej kariery mieszkał w podmiejskiej wsi Malverne koło Nowym Jorku .
