Urodził się i wychował w Teksasie, większą część dzieciństwa spędził w Dallas. Tam nauczył się grać na gitarze i wyszkolił głos. Po ukończeniu szkoły średniej studiował weterynarię w North Texas Agricultural College, jednak w 1942 zgłosił się na ochotnika do służby w marynarce Stanów Zjednoczonych. Po zakończeniu służby wojskowej wrócił na studia, rozpoczął równocześnie grać muzykę honky-tonk w klubach i lokalnej stacji radiowej KRBC.
Tam nazwano go Cherokee Cowboy. Pierwsze nagrania powstały w 1951; w Dallas, po których podpisał kontrakt fonograficzny z wydawnictwem Columbia Records, i z którym związał się na przeszło 20 lat. U progu swojej kariery poznał Hanka Williamsa i zaprzyjaźnił się z nim. H. Williams umożliwił mu start, zapraszając do występów w programie Grand Ole Opry w Nashville. Po jego śmierci Price skupił się na śpiewaniu i aranżacji. W 1955 utworzył zespół The Cherokee Cowboys, w którym występowali m.in. Roger Miller, Jophny Paycheck, Johnny Bush i Willie Nelson. Nagrany w 1956 utwór Crazy Arms został piosenką roku, a charakterystyczny styl instrumentacji; nazwano "Ray Price beat".
Wyróżniało go wykorzystanie skrzypiec, gitary pedałowo-suwakowej, harmonii wokalnych przede wszystkim rytmicznego, basowego pochodu w metrum na 4/4. W latach 1956-66 umieścił w pierwszej dziesiątce na listach bestsellerów 23 piosenki, wśród nich klasyczne dzisiaj I've Got a New Heartache, My Shoes Keep Walking Back to You, Make the World Go Away oraz City Lights, która pozostałaą na pierwszym miejscu listy w 1958 przez 13 tygodni.
W połowie lat 60-tych zdjął ubranie kowbojskie, zmienił nieco styl śpiewu, wprowadził do repertuaru ballady, wykonywane z towarzyszeniem sekcji instrumentów smyczkowych. Jego wersja piosenki Danny Boy i utworu Krisa Kristoffersona For the Good Times były doskonałymi przykładami nowej stylistyki. Ta zmiana zaowocowała następną serią wielkich przebojów, m.in. I Won 't Mention It Again, She's Got to Be a Saint, You're the Best Thing That Ever Happend to Me. Pod koniec lat 70. zmienił wydawcę, a w 1980 nagrał ze swoim byłym basistą - teraz gwiazdą country, Willie Nelsonem - doskonałą płytę San Antonio Rose.
Pod koniec lat 80-tych przestał koncertować i nagrywać, skoncentrował się na prowadzeniu i promowaniu teatru muzycznego w Branson w stanie Missouri, którego był właścicielem. Przypomniał się swoim sympatykom w 1991 dobrą płytą Sometimes a Rose. Wybrany w poczet Country Music Hall of Fame w 1996.
