Monroe urodził się w Akron w stanie Ohio,jego rodzina przeniosła się do Wisconsin ,gdy jeszcze był dzieckiem.Od małego ćwiczył grę na trąbce,mimo,że marzył o karierze śpiewaka operowego.To spowodowało,że w początkach kariery wystepował jako wokalista z lokalnymi zespołami prowadzonymi przez Austin Wylie, Larry Funka (dla którego zadebiutował w studio nagraniowym) i Jacka Marsharda.
Ukończył Jeannette High School w Pensylwanii w 1929 roku , gdzie był prezesem klasy i wybrany "człowiekiem o największych szansach sukcesu". Po ukończeniu szkoły średniej uczęszczał do Carnegie Institute of Technology, gdzie był aktywnym członkiem Bractwa Sigma Nu Fraternity.W 1940r założył w Bostonie swój pierwszy band i stał się jego głównym wokalistą.Nagrywał wówczas dla niskobudżetowego oddziału wytwórni Victor-Bluebird.
Jeden z jego pierwszych singli: "There I Go" przez trzy tygodnie przebywał na szczycie Hit Parade w 1940 roku.Napisał także kilka utworów, począwszy od "Army Song" do mniej znanych, jak "Jeannette High School Alma Mater" .
W latach 40-tych zbudował własny nocny klub-Meadows,na trasie #9 w Framingham, Massachusetts, na zachód od Bostonu.Kilka pierwszych lat nagrań Monroe był bardzo udany, ale wszystkie jego największe hity były jeszcze przed nim. W ciągu 1945 r.,jego dwa hity "There! I've Said It Again" i "Let It Snow! Let It Snow! Let It Snow!" spędziły ponad miesiąc na szczycie list przebojów.Jego dwa największe przeboje "Ballerina" i "Riders In The Sky" zostały nagrane odpowiednio w 1947 i 1949r.
Od 1946r prowadził swój własny program radiowy Carmel Caravan.Nagrywał dla wytwórni RCA aż do lat 50-tych,a jego popisowym numerem był utwór "Racing with the Moon" z 1941r.Jego inne przeboje to: "In The Still of the Night" (1939)," Someday (You'll Want Me To Want You) "(1949)," Sound Off "(1951) i " In the Middle of the House "(1956).
Monroe zmarł 21 maja 1973r krótko po operacji żołądka.
